Submit an electronic appeal
The website of JSC “Machine-Tool Plant named after S.M.Kirov” provides an opportunity for citizens, individual entrepreneurs and legal entities to send an electronic appeal to the address of JSC “Machine-Tool Plant named after S.M.Kirov”. This opportunity can be realized only through the heading “Electronic appeals” by filling out forms for electronic appeals (separately for citizens and legal entities), developed in accordance with the requirements of the Law of the Republic of Belarus “On Appeals of Citizens and legal Entities”
Electronic appeals of citizens, including individual entrepreneurs (hereinafter referred to as citizens), and legal entities of JSC “Kirov Machine Tool Plant” are considered in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”.
In accordance with the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”, the electronic appeal is presented in Belarusian or Russian.
The electronic appeal of a citizen must necessarily contain:
- surname, proper name, patronymic or initials of the citizen;
- address of the place of residence (place of stay) of the citizen;
- statement of the essence of the appeal;
- e-mail address of the citizen.
The electronic appeal of a legal entity must necessarily contain:
- full name of the legal entity;
- location of the legal entity;
- statement of the essence of the appeal;
- surname, proper name, patronymic of the person authorized to sign the appeal;
- email address of the legal entity.
Electronic appeals must be considered no later than 15 days from the date of registration, and those requiring additional study and verification — no later than 1 month.
Responses to electronic appeals are sent electronically to the e-mail address specified in the electronic appeal, or in writing to the address of the place of residence (place of stay) of a citizen or the location of a legal entity in cases established by the Law of the Republic of Belarus of July 18, 2011 “On appeals of citizens and legal entities”.
Are left without consideration on the merits of the appeal, which (for which):
- are not set out in Belarusian or Russian;
- do not contain a non, proper name, patronymic, address of residence (place of stay) of a citizen;
- contain text that cannot be read;
- contain obscene or offensive words or expressions;
- are not subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts, a different procedure for filing and considering such appeals is established;
contain issues that are not within the competence of JSC “Machine Tool Plant named after S.M.Kirov”; - the deadline for filing a complaint has been missed without a valid reason;
- a second appeal has been filed if it has already been considered on the merits and it does not contain new circumstances relevant to the consideration of the appeal on the merits;
- correspondence with the applicant has been terminated.

In accordance with sub-paragraph 1.1 of paragraph 1 and Decree of the President of the Republic of Belarus No. 498 dated October 15, 2007 “On additional measures to work with appeals of citizens and legal entities” (ed. from 13.11.2014) appeals (proposals, applications, complaints) of citizens, including individual entrepreneurs, and legal entities (hereinafter, unless otherwise specified, — an appeal) regardless of which state body or other organization (hereinafter, unless otherwise specified, — organization) they have been received, are initially subject to consideration on the merits in accordance with the competence:
- in other organizations, if the issues set out in the appeals fall within the exclusive competence of these organizations.
